Free technical support for municipal climate projects – City Climate Finance Gap Fund

The Gap Fund is a global initiative by the World Bank and the European Investment Bank (in collaboration with GIZ) that helps communities transform climate and energy ideas into bankable projects. The program does not provide funding for construction; instead, it offers free expert support during the early stages—ranging from the development of climate strategies to preliminary feasibility studies.

Ключові вимоги та умови подачі

  1. Who can apply for a grant?

Cities, communities, and local self-government bodies. Applications may also be submitted by municipal enterprises, associations of communities, or regional agencies—provided they have confirmed support from local authorities. Small communities are advised to join forces and submit a joint application.

  2. Application language

The application form is available in English, French, Spanish, and Portuguese; there is no Ukrainian version. For communities in the Kyiv region, the English version is the most realistic option.

  3. Registration requirements

Ukraine is included in the list of countries receiving Official Development Assistance (ODA) according to the OECD classification, so communities are eligible to apply. The mayor’s signature is not required at the initial application stage; however, confirmation of political support will be needed at a subsequent stage.

  4. Mandatory project results

The community commits to assessing the project’s climate impact—either independently or in collaboration with the Fund’s experts. The outcome of the support includes an updated strategy, a clear concept, or a preliminary feasibility study, as well as assistance in securing funding.

  5. Eligible activities

Energy efficiency and small-scale renewable energy sources, street lighting, heat supply, sustainable transport, water and sanitation, waste management, greening and nature-based solutions, and energy-efficient housing. Construction and full-scale feasibility studies are not eligible for funding.

  6. Submission deadline

Applications are accepted on an ongoing basis; there are no deadlines. Following an initial screening, the World Bank or EIB team will contact the community to clarify details and prepare a comprehensive application.
